A New York City police officer has been arrested and charged after his plans to kidnap, rape, kill, cook and eat several women came to light. The FBI and the NYPD Internal Affairs Bureau arrested 28-year-old Officer Gilberto Valle over a series of disturbing online chats with an unnamed co-conspirator in which, according to the complaint, Valle conspired to “kidnap, rape, torture, kill, cook and eat body parts” of several women.
“The allegations in the complaint really need no description from us. They speak for themselves,” said FBI Acting Assistant Director Mary Galligan to the local CBS affiliate in New York. “It would be an understatement merely to say Valle’s own words and actions were shocking.”
“I was thinking of tying her body on to some kind of apparatus, cook her over a low heat, keep her alive as long as possible,” Valle wrote in one chat, as reported in the New York Daily News. The complaint says Valle allegedly researched methods of “disabling and drugging women, and agree[d] with at least one other individual to kidnap a woman in exchange for a sum of money.” Additionally, the six-year NYPD veteran, used his position as a police officer to allegedly tap into a federal database to get information on one of his would-be victims. According to the Daily News, when authorities seized Valle’s home computer, they found files with information on at least 100 women, including photos and personal information.

“Gilberto Valle’s alleged plans to kidnap women so that they could be raped, tortured, killed, cooked, and cannibalized shock the conscience,” U.S. Attorney Preet Bharara said in a statement. “This case is all the more disturbing when you consider Valle’s position as a New York City police officer and his sworn duty to serve and protect. Our investigation is ongoing.”

While fantasies, no matter how disturbing, are generally protected speech, according to an anonymous official who spoke with the Wall Street Journal, authorities became concerned when Valle met with at least one of the women allegedly mentioned in his disturbing database.
The FBI and the NYPD’s Internal Affairs Bureau arrested Valle yesterday. He is charged with one count of conspiracy to commit kidnapping, which carries a maximum sentence of life in prison and a maximum fine of $250,000. He is also charged with one count of intentionally and knowingly accessing a computer without authorization and exceeding his authorized access for allegedly using police computers to locate potential victims, officials said.
Valle was expected to appear in federal court in Manhattan later Thursday.
