Calling it for the first time “an act of terror,”  President Barack Obama spoke at 11:30 a.m. EST in the White House briefing room about yesterday’s explosions at the Boston marathon. Earlier in the day, President Obama signed a proclamation to lower flags at all government buildings to half-staff in honor of the victims.
