The CIA, FBI, and other intelligence agencies started to work together more to prevent another 9/11. But no matter how many precautions are taken, counterterrorism and government officials told TIME, there would be no avoiding another terrorist attack: ‘”It’s going to be worse, and a lot of people are going to die,” one counterterrorism official warned in TIME’s cover story. “I don’t think there’s a damn thing we’re going to be able to do about it.” The United States’ national security system is better equipped to thwart Soviets than suicide bombers.
