Around 9:00 am on April 19, 1995, a concealed bomb exploded in a rental truck parked outside the Alfred P. Murrah Federal Building in Oklahoma City, killing 168 people and injuring more than 500. TIME’s cover story includes heart-rending details about the 19 children who were killed, especially from a nurse who was tagging the dead bodies; some had their faces blown off, some were decapitated entirely. “All that I have found are a baby’s finger and an American flag,” Oklahoma Governor Frank Keating told TIME.
