		<description><![CDATA[For South Korean pop star Rain, all&#8217;s not fair in love and war. The R&#38;B singer is facing possible military punishment for meeting with a well-known Korean actress while on duty during his mandatory military service. South Korea&#8217;s defense ministry said Thursday that Rain, whose official name is Jung Ji-hoon, met with popular actress Kim Tae-hee at least three times last year. The meetings took place despite rules that forbid the 30-year-old singer from having private meetings when he is off-base on official military business, which &#8212; based on his ascribed role in the armed forces &#8212; includes recording and performing for the military&#8217;s entertainment corps. (MORE: South Korean Pop Sensation Rain Joins the Army) It may have been more than just the secretive dates &#8212; well-documented by paparazzi &#8212; that irked military officials: Rain also reportedly violated army regulations by not wearing his military cap when he was off-base. The ministry plans to hold a disciplinary committee meeting next week to decide on his punishment, according to local media reports. As for his liaisons with Kim Tae-hee, Rain&#8217;s agents have not confirmed nor denied the romance, but Kim&#8217;s management agency admitted that the 32-year-old actress has been dating Rain for a month. Rain, a K-pop sensation who won the top spot in the 2011 TIME 100 poll, has come under fire for appearing to shirk his military duties. According to local daily Chosun Ilbo, Rain has spent 94 days &#8212; one-fifth of his 450 days of service so far &#8212; off-base. Photos of Rain meeting Kim have also raised questions that celebrities might receive special treatment during their military service, an allegation that the ministry has denied. 		<description><![CDATA[Blind Chinese civil rights activist Chen Guangcheng has been named the Rebel of the Year by glossy U.S. men’s magazine GQ for exposing forced abortions and standing up for Chinese villagers. In his interview with GQ, Chen said: China cannot continue on as a lawless society. This is a certainty of historical development. But how will it change? Will it change violently or nonviolently? The manner will be decided by a lot of factors, but change is certain. International recognition of Chinese dissidents is a continual source of embarrassment for Beijing. On Sunday, pop icon Sir Elton John, who is on tour in China, caused controversy in the Chinese capital by dedicating his entire performance to outspoken artist Ai Weiwei. (MORE: Blind to Justice) Chen, 41, a self-taught lawyer, is best known for suing the Chinese government in 2005 for forcing several women in Linyi, in eastern China’s Shandong Province, to undergo abortions and sterilizations under the country’s one-child policy. Some were just days from giving birth. “No one except Chen was willing to confront local officials” for their brutal enforcement of family-planning regulations and “by filing a lawsuit on the women&#8217;s behalf, he became a hero in Shandong and an important player in China&#8217;s nascent civil society,” read his profile on the 2006 TIME 100 list. After he filed the lawsuit, Chen was placed under house arrest for months and formally arrested in June 2006. Soon he was sentenced to four years and three months in jail. Upon release, he was placed under house arrest again. During this time, “guards routinely stole into Chen Guangcheng’s house, wrapped him in a blanket, beat him bloody, [and] broke his wife’s bones,” wrote GQ. In April 2012, he escaped from house arrest in Dongshigu village, Shandong province and made his way to the U.S. embassy in Beijing, creating political and diplomatic drama between Washington and Beijing. 		<description><![CDATA[Calls have been made in Hong Kong for tougher safety measures after a traffic accident killed two visiting chefs from Fat Duck, celebrity chef Heston Blumenthal&#8217;s three-Michelin-starred restaurant in England. Carl Magnus Lindgren, 30, of Sweden and Ivan Aranto Herrera Jorge, 34, of the U.K. died Monday when the taxi they were traveling in was crushed between two double-decker buses in Shau Kei Wan, a district in eastern Hong Kong island. The Daily Mail quoted an unnamed source close to the Mandarin Oriental hotel, where the chefs were staying, as saying that it was “pure chance” that Blumenthal was not involved in the accident. “His two chefs got into one cab and he got into another soon after.” Lindgren and Jorge, along with 53-year-old taxi driver Wong Kim-chung, were declared dead at hospital. Lau Chit, the 57-year-old driver of one of the buses involved in the accident, has been arrested by police and released on bail. Video footage shows him passing out at the wheel for several seconds before the crash. Chai Wan Road, where the accident took place, has been a notorious traffic blackspot for decades. In 1982, four people were killed and 13 injured when a cement mixer careered into the pavement. In 1992, 31 people were hurt, and the driver killed, when a bus crashed into a pedestrian overpass. Monday’s tragedy was also not the first this year in which a driver lost consciousness or felt unwell at the wheel of a bus. On June 3, a 56-year-driver said he felt dizzy before his bus careered into a crowd of people at a bus stop, killing one and injuring five. On August 27, a double-decker bus smashed into a suburban shop front, injuring five, one of them seriously. The driver had blacked out moments before the accident took place. The Standard newspaper called for a commission of inquiry to “review the accidents collectively.” The South China Morning Post also demanded “tougher fitness tests” for older drivers. William Chung, operations director for the New World First Bus company, said that the driver involved in the crash had been in good health. Nearly 70% of of all Indonesian males over age 15 light up cigarettes, a slight increase from 67% last year and a big jump from roughly 54% in 1995. Meanwhile, the overall rate of tobacco use among Indonesia&#8217;s adult population hit 35% &#8212; right behind Russia, which has the world&#8217;s highest overall smoking rate of 39%. (MORE: Largest-Ever Survey on Global Tobacco Use Issues Dire Warnings) More than 8,000 people were questioned for the &#8220;Global Adult Tobacco Survey (GATS): Indonesia Report 2011&#8243;, part of a series of surveys taken in 15 countries with heavy tobacco use. Indonesian Health Minister Nafsiah Mboi reportedly said the government was embarrassed to hear of the findings. &#8220;We have failed in protecting our people,&#8221; she said. &#8220;We have been defeated by the tobacco industry&#8230; we don&#8217;t want this, we cannot accept this because our job is to protect people from cigarettes.&#8221; (PHOTOS: A Profile of Cigarette Warnings Around the World) Cigarettes are relatively cheap in Indonesia, and tobacco taxes run less than 40%, according to the Associated Press — about average for the region. The Southeast Asian nation, also the world&#8217;s fifth-largest cigarette-producing market, is among a handful of countries that have failed to sign the World Health Organization&#8217;s 2005 tobacco treaty.
