Hurricane Ophelia Downgraded as It Heads North Over Atlantic

Weather forecasters tracking a previously powerful Category 3 hurricane in the mid-Atlantic said Monday it had weakened to a tropical storm headed toward the Avalon Peninsula of Newfoundland, Canada.
