As limited subway service reopened Thursday, subway tunnels under the East River remained waterlogged. So New York Governor Andrew Cuomo unveiled a temporary means to allow people across the East River from Brooklyn: 330 shuttle buses were on hand to transport commuters from Barclays Center and MetroTech into Manhattan. Naturally, the service was inundated with travelers, leading to delays of up to three hours during the morning rush hour.
