When you think Philadelphia, you probably think of classy things like Benjamin Franklin, the Declaration of Independence and the Liberty Bell. (Or you think of not-so-classy things like drunken sports fans and the MOVE bombing.) But years ago Philadelphia became the latest city to gamble that the economic advantages of building casinos would outweigh their social costs — and so today the SugarHouse Casino, the city’s first, opens.
