The tunnel, formerly known as the Brooklyn-Battery Tunnel, connects Brooklyn’s Red Hook neighborhood with the southern tip of Manhattan. It was shuttered before the storm due to its flooding potential and remains filled with four feet of water after Sandy swept through the city.
